A syndicate of banks will finance Almaty CHP-2 transfer to gas

Works on transfer to gas and complete retrofit of one of the largest thermal power plants in Kazakhstan - Almaty CHP-2 have reached the stage of practical implementation. The issues related to the sources of financing for the project were resolved after an international tender for the construction of a gas station announced in October.

Today, November 25, 2022, in Almaty, the Facility Agreement for financing the project “Modernization of Almaty CHP-2 with minimization of environmental impact” was signed between “Almaty Power Plants” JSC (APP), the owner of the station, and the European Bank for Reconstruction and Development (EBRD). The amount of the deal is 130 bn. tenge.

During the event, an Agreement of Intent on provision of financing for the project was signed between APP and the Development Bank of Kazakhstan (DBK).

Works on construction of a new gas station at the site next to the old CHP-2 is planned with the involvement of funds from the syndicate, leading international and Kazakh banks - the EBRD, the Asian Development Bank (ADB) and the Development Bank of Kazakhstan (DBK). The project will be financed in the national currency - in tenge, with a floating interest rate pegged to TONIA (Tenge Overnight Index Average).

The project is implemented with the support of “Samruk-Kazyna” Fund” JSC. The Sovereign Wealth Fund will provide its corporate guarantee, which, according to experts, helps to minimize risks and improve lending terms, and the agreement itself provides the project with long-term financing.

The facility agreement was signed by Yerlan Kirkimbaev, “APP” JSC Chairman of the Board, and Aida Sitdikova, Director of the Energy Department for the Eurasia, Middle East and Africa regions of the EBRD. The document signing event was held with the participation of representatives of the EBRD, DBK, “Samruk-Energy” JSC, “APP” JSC, Almaty city mayor administration.

Serik Tutebayev, the Chairman of the Board of “Samruk-Energy” JSC, noted that a lot of work had been done to arrange financing, including environmental impact assessment in accordance with international standards and assessment of applicable technologies, considering world experience. “The Government of the Republic of Kazakhstan, “Samruk-Kazyna” Fund and “Samruk-Energy” JSC focus efforts on the development of Almaty mega city. In addition to the modernization of the Almaty CHP-2, in order to improve the environmental situation and further develop renewable energy facilities in the Almaty energy hub, we are also implementing the project “Construction of a 545 MW gas station with a combined cycle” on the territory of Almaty CHP-3. This facility will be put into operation in 2025 and will significantly reduce the shortage of maneuvering capacity in this region, Serik Tutebayev said.

According to the EBRD Vice President Alain Pilloux, the bank expects climate and green finance to account for more than half of the EBRD's annual investments by 2025. “This is a great example of a green project that will improve the air quality in Almaty, the quality of life of the local population and bring Kazakhstan closer to complying with the Paris Agreement and its goal of achieving carbon neutrality by 2060,” said the EBRD representative.

As a reminder, earlier, on October 27, 2022, the EBRD announced the launch of a two-stage open international tender, which is conducted in accordance with the rules of an international financial institution. The technical specification for the selection of an EPC contractor and the draft EPC contract were developed according to the FIDIC (International Federation of Consulting Engineers) Yellow Book. Acceptance of applications from potential contractors for the supply of equipment, design, and construction of a new gas station at the site of Almaty CHP-2 within the first stage will last until December 15, 2022.

The project "Modernization of Almaty CHP-2 with minimization of environmental impact" involves the construction of a new station using gas turbine technologies with a capacity of up to 600 MW at the site of Almaty CHP-2. The deadline for full commissioning is December 2026. The project aims to reduce the negative environmental impact of the station on Almaty city’s environment by switching the station to firing natural gas, as well as providing consumers in Almaty city and the Almaty region with a reliable and uninterrupted supply of heat and electricity in accordance with load schedules.

Based on expert estimates, the plant’s gasification project meets the most stringent requirements of the Republic of Kazakhstan and the European Union. These compliances will reduce emissions of harmful substances from CHP plants by 93%; eliminate particulate matters and sulfur oxides from emissions, create and dispose ash and slag waste; will provide noiseless operation of the units. All this together should reduce the area of ​​influence of the plant on the environment and residents of Almaty mega city.

Government agencies: about the three-point plan

Meanwhile, the city authorities have determined that there are three sources of air pollution: a coal-fired thermal power plant (CHP-2), three thousand private homes (which continue to be heated with coal and firewood) and cars (which are not filled with the highest quality fuel). In all three areas, measures have been devised that, according to the mayor's office, can almost radically change the situation.

So, according to the first Deputy Governor Erlan Kozhagapanov, a feasibility study for the project to modernize the enterprise is ready for TPP-2. In April, public hearings are planned for a detailed analysis and approval of one of the four options for the feasibility study, each of which minimizes emissions to the atmosphere.

As for motor transport, from next year all public transport will be switched to environmental fuels-gas and electricity. In addition, amendments to the Law "on the special status of Almaty" were initiated to strengthen the responsibility for air pollution by mobile vehicles. Measures such as restricting the entry of vehicles into the city on even and odd numbers or in the "Golden square", as well as more careful control over the quality of fuel, are also being considered.

The private sector, which continues to heat with coal, is planning to switch completely to gas. To do this, suppliers are asked to provide installments, and banks are asked to give interest – free loans.

"More than 300 homes of socially vulnerable segments of the population were connected to gas at no cost," Kozhagapanov added.

According to him, fines for environmental pollution will be increased to encourage other owners of private homes to switch to more environmentally friendly fuel.

Activists: about sealing buildings

The most acute interest was caused by the problem of sealing buildings.

"I would like to focus on a problem that has not yet been discussed here," civil activist Azhar jandosova began her speech. – This is a compacting development of the city, which has a very significant impact on the ecology of the city.

In the social network Facebook, I published an appeal to businessmen, to those developers who, taking advantage of the economic situation, are actively building up the city. Now all vacant lots are being built up with multi-storey buildings, the foothills are being actively built up, and I believe that this is a significant factor that greatly affects the city's pollution." Activists are confident: dense construction violates the constitutional rights of city residents to life, health, and a favorable environment.

"The city is becoming a gas chamber," said Saltanat Tashimova, an artist and eco – activist. "Previously, it was impossible to build higher than 15 meters, but now they are building very high buildings that completely block the mountain winds." In her opinion, it is necessary to prohibit construction in the foothills and cutting down trees. But instead, law enforcement agencies help the business to draw up the documents in hindsight, adding some paltry fines.

Activists have a different opinion on this issue. Public-private corruption should become a public-private partnership. Then it will be possible to set up parks on vacant lots, and build new neighborhoods with all the infrastructure on the territory of the private sector. Now corrupt elites are turning the city into an unsuitable place to live, while also increasing the load on engineering networks and infrastructure, which sooner or later will lead to disaster. According to activists, Almaty can already be declared an environmental disaster zone.

Ecologists: about parks and the greenhouse effect

As the President of the ecological Union of associations and enterprises of Kazakhstan "Tabigat" Mels Eleusizov told at the meeting, the ecological capacity of Almaty, calculated in Soviet times, is only 700 thousand inhabitants. In other words, 700 thousand inhabitants is the limit for the city. But Almaty is expanding, and now there are almost three million people here.

"We have devastated villages and overpopulated cities. The city is expanding without any reasonable approaches, and this can be called a genocide, " Yeleusizov said.

According to a well-known ecologist, it is high time to stop. The city needs parks, not new homes and new residents.

"Another thing the city authorities do not take into account is seismic activity. If an earthquake occurs, there will be a mass grave here, " the ecologist is sure.

In his opinion, the situation will not be saved by the transfer of CHP-2 to gas, which is now being talked about as a panacea.

"Gas simply does not give soot, but also harms nature," says Eleusizov. – This is carbon dioxide, which creates a greenhouse effect."

The ecologist also touched upon the problem of the growing car fleet. In addition to automobile exhaust, which, of course, causes damage to nature and human health, toxic substances are released into the environment as a result of tire wear. Tire dust, which turns into tires during operation, is a threat of cancer.

Monopolists: about fare increases

Spoke at the meeting, the representative of "Samruk-Energo" Tyutebaev Serik. As Tyutebayev said, any decision that removes cheap coal leads to a significant increase in tariffs.

"We have several times considered projects to convert thermal power plants to gas, and each time it turned out that the tariffs in Almaty should grow so that no one can raise them, and the budget refused to Finance them. At least the tariffs for heat should rise at least twice," Tyutebayev said.

Now the management of Samruk-Energo is considering options that will minimize harmful emissions from CHPP-2 to the European level.

Shardarinskaya HPP is being upgraded at a cost of 38 billion tenge

Power engineers of the Shardarinsky hydroelectric power station (HPP, Republic of Kazakhstan) together with partners from the Austrian-German company Andritz Hidro GmbX completed the installation of a new hydroelectric unit No. 4. This is the final stage of the project to modernize the facility, as a result of which the power of the station will increase by 26%. The total cost of the project is 38 billion tenge.

Today, the shardarinskaya HPP is undergoing test tests of the new hydroelectric unit No. 4 after a trial run. Specialists observe the operation of the turbine and analyze the results.

The new imported equipment will generate an additional 57 million kWh of electricity per year, which will increase the service life of the hydroelectric station to 35-40 years, as well as increase the reliability of HPP operation and reduce the level of accidents.

Old hydro turbines produced by Kharkiv plant (Ukraine) replaced by the products of Andritz Hidro GmbX. The new hydroelectric units will increase electricity generation at the shardarinskaya HPP from 480 to 537 million kWh per year.

Technological upgrading of the facility is of great importance for providing electricity to the energy-deficient Turkestan region of Kazakhstan and improving the efficiency of water resources use in the region.

The project is financed by 32% from Samruk-Energo JSC's own funds, 68% from borrowed funds. The contractor of the project is Andritz Hidro GmbX.

Due to commissioning in the first half of 2019 year two new generating units with a capacity of 31.5 MW each, shardarinskaya HPP has fulfilled the annual plan for electricity — if you plan 378 000 kWh generation amounted to 464 841 thousand kWh.

Shardarinskaya HPP was commissioned in 1967 with an installed capacity of 100 MW and four hydroelectric units. With a standard service life of 25 years, the technological equipment of the station was operated for more than half a century, and its further operation became impractical from the point of view of economy and reliability.

The first new hydroelectric unit with a capacity of 31.5 MW was launched in February 2019, followed by the second hydroelectric unit in April, and the third in December 2019. With the installation of the fourth hydro turbine and the completion of its test tests, the shardarinskaya HPP will be prepared to reach its design power generation capacity of 126 MW.
