Today, Kazakhstan’s power sector has been replenished with two renewable energy sources (RES).
1 MW Solar Power Plant (SPP) and 5 MW Wind Power Plant (WPP) was launched in Almaty. A solemn event on this occasion was held on the territory of the Special Economic Zone "Park of Innovation Technologies", where the SPP is located.
The project was implemented in the framework of the Agreement between the Governments of the Republic of Kazakhstan and the People’s Republic of China. Its operators were: from Kazakhstani side – “Samruk-Energy” JSC, from Chinese side – “Powerchina Zhongnan Engineering Corp. Ltd" company.
According to the document, Chinese side built and transferred the SPP in Almaty city and WPP in the area of Nurly village of Enbekshikazakh district of Almaty region into the ownership of Kazakhstani side at no charge. In turn, “Samruk-Energy” created all the necessary conditions for construction and installation works, including, provided construction sites with water supply, electricity, access road from the motorway to the site, and also provided the necessary assistance to Chinese partners in terms of customs declaration of equipment, visa support, registration of necessary documentation, obtaining permits, control over the quality of works performed, etc.
According to the results of 72-hour comprehensive testing, the solar and wind power plants are fully ready for operation.
Bakitzhan Zhulamanov, the Chairman of the Board of “Samruk-Energy” JSC, who attended the launching ceremony of the stations, noted that the “green bridge” established between the states was aimed at further sharing experience in the use of renewable energy sources, which allows both developing own scientific and technical potential and creating conditions for conducting scientific and applied research in Kazakhstan, training specialists in the field of "green" energy. The head of the largest Kazakhstani energy holding company also noted that Samruk-Energy is a leader in the field of production of environmentally clean electricity in the country, and has relevant knowledge and experience in the field of maintenance, real time management and repair of renewable energy facilities.
CITIC Construction Co., Ltd. was the general contractor for the construction of the facilities. It is one of the largest public investment corporations in China, which provides comprehensive construction services. According to Mr. Li Jianhui, Director General of the Department of Eastern Europe and the CIS, construction and installation work on the 1 MW SPP project began in December 2017 and ended in October 2018, while the works on the 5 MW WPP project was performed from March to November 2018 of the year. The solar plant comprises 3 608 photovoltaic modules installed on metal structures of two types: fixed and adjustable angle of incline. The wind plant includes two wind turbines, each 2, 5 MW, produced by Chinese company GoldWind.
We would like to remind that the first legislative initiatives on supporting the development of the renewable energy sector in Kazakhstan - the law “On Supporting the use of renewable energy sources”, aimed at supporting the use of renewable sources in heat and electricity production, were adopted in 2009. The mechanism of state support for the renewable energy sector was launched in 2013, which is based on a centralized guaranteed purchase of all electricity produced by renewable energy facilities at fixed tariffs.
As of today, “Samruk-Energy” JSC has implemented 2 renewable energy projects: the 2 MW SPP in Kapshagai city (“Samruk-Green Energy” LLP) and the 45 MW wind power plant in Ereymentau city (“FWPP” LLP). Only in 10 months of 2018, electricity generation at these facilities has made 134,4 mln. kWh.
“Samruk-Energy” JSC is the largest power holding company in Kazakhstan, 100% owned by “Samruk-Kazyna” SWF JSC. It was established in 2007. Core business: electricity and heat production; transmission, distribution and sale of electricity, power coal mining. The holding company comprises energy and coal enterprises, including “Ekibastuz SDPP-1” LLP, “Ekibastuz SDPP-2 Plant” JSC, “Bogatyr Komir” LLP, “Almaty Power Plants” JSC, “Moynak Hydropower Plant named after U.D.
